What is Federal and State Aid

Federal and state financial aid is funds from government sources—grants, loans, and work-study—designed to help students pay for college, largely determined by the FAFSA form. Federal aid covers all 50 states, while state aid is specific to residency. Common examples include the Federal Pell Grant and NYS Tuition Assistance Program (TAP).

Key Aspects of Financial Aid

  • Federal Aid: Provided by the U.S. Department of Education, this includes Pell Grants (need-based, no repayment), Federal Work-Study (part-time jobs), and Federal Student Loans. These often have lower fixed interest rates and flexible repayment.
  • State Aid: Offered by specific state agencies (e.g., HESC in New York) to residents, often focusing on colleges within that state. Examples include merit-based scholarships or need-based grants like the NYS Excelsior Scholarship.
  • Application Process: The Free Application for Federal Student Aid (FAFSA) is required to determine eligibility for both federal and most state/institutional aid.
    Types of Aid:

    • Grants/Scholarships: “Free money” that does not need to be repaid.
    • Loans: Borrowed money that must be repaid with interest.
    • Work-Study: Part-time jobs for students with financial need.

State program also include specialized aid, such as the NYS DREAM Act for non-resident students.
